The point of the law is that the extermination or control of a pest of any kind is subject to regulation and licensing, (even using traps of any sort) if it is done on property not owned by the applicator.

Any bee removal, honeycomb removal, wasp removal and hornet removal requires a great deal of knowledge and experience to be done thoroughly and properly.
